The BCCI has to hold elections for the Apex Council, which is set to replace the boards highest-decision making body, its working committee, and conduct its AGM by December 15.According to a second set of deadlines finalised by the Lodha committee at a meeting in Delhi last Sunday, the BCCI also has to form a fresh IPL governing council by December 30. Within the same time frame, and as advocated by the Lodha reforms upheld by the Supreme Court, the board has to select new committees and appoint a new management. The various state associations have to wrap up their own elections by November 15. The BCCI had already decided to convene its AGM on September 21, but these deadlines were put up to make sure the board concentrated on the reforms before moving on to new business in 2017.It was decided to direct the BCCI that the AGM to be called on 21.9.2016 be limited only to routine business concerning the past year (2015-16), and deal with any business or matters relating to the next year (2016-17) only after the adoption of the MoA and Rules as per the recommendations of the Committee in accordance with the same, the Lodha committee said according to the minutes of its Sunday meeting. The committee released minutes of all its meetings in the last month from which it was learnt that on August 25, BCCI secretary Ajay Shirke had submitted a First Compliance Report, detailing the extent to which the board and the state associations had implemented the Lodha reforms. It was also understood the Lodha committee was not updated on the tenders and contracts the BCCI had approved while conducting the two-match T20I series against West Indies in Florida and did not want a similar situation to happen when the board would invite bids for the next set of IPL broadcast and digital rights.Consequently it was decided that Gopal Sankaranarayanan, the Committees secretary, would liaise with BCCI CEO Rahul Johri to ascertain transparency requirements of bids, tenders and contracts involving the BCCI.During its meeting with Shirke, the Lodha Committee also rejected the report prepared by former Supreme court judge Markandey Katju, which had called the Supreme Courts judgment to accept a majority of the Lodha reforms as illegal and unconstitutional. The Committee also noted that although the BCCI called it the Katju Report, it was an opinion.Upon Katjus advice, the BCCI had filed a review petition against the Lodha reforms before a larger bench of the Supreme Court. But the committee, on August 9, had impressed upon Shirke that the time schedule had to be maintained in accordance with the Supreme Court Order. Palmer should pass for over 300 yards against the 30th-ranked Falcons pass defense that has given up the most fantasy points to quarterbacks this season.(Other = Marcus Mariota @ Chicago, Eli Manning @ Cleveland)WR = Emmanuel Sanders vs. Kansas CitySanders has been a target monster, and this week, he takes on a Chiefs secondary that has allowed the most yards per game to receivers this season. Kansas City has given up the third-most fantasy points to wide receivers in 2016.(Others = Jarvis Landry vs. San Francisco, Doug Baldwin @ Tampa Bay, Brandin Cooks vs. Los Angeles)RB = Rashad Jennings @ ClevelandJennings has delivered for the Giants the past few games, averaging almost 5 yards per carry over the past two weeks. Hopefully hell keep this flow going against a Cleveland defense that has allowed more than 140 rushing yards per game. The Browns have given up the fifth-most fantasy points to running backs this season.(Others = Thomas Rawls @ Tampa Bay, Jay Ajayi vs. San Francisco)TE = Tyler Eifert @ BaltimoreThe Bengals best red zone weapons, A.J. Green and Gio Bernard, are done for the year. Eiferts role moving forward is huge for fantasy owners. Eiferts matchup against the Ravens isnt the most favorable, but his target number will increase, and his services will be needed for a Bengals win.(Others = Antonio Gates @ Houston, Zach Ertz vs. Green Bay)FLOPSQB = Matt Ryan vs. ArizonaRyan takes on a Cardinals defense that has allowed two passing touchdowns in a game only once this season. Arizona has allowed the second-fewest net passing yards in 2016 and has given up the third-fewest fantasy points to quarterbacks thus far. Matty Ice is frozen come Sunday.WR = Tyrell Williams @ HoustonWilliams takes on a Texans seccondary that has been stingy to opposing wideouts this season, allowing just the third-fewest fantasy points to the position.dddddddddddd Houstons defense is allowing a little under 210 passing yards a game (not good for Philip Rivers either), which is fourth in the league, and has given up the third-fewest fantasy points to wide receivers this season.RB = Latavius Murray vs. CarolinaMurray faces a Panthers defense allowing less than 82 yards a game, which is second in the league. Carolina has given up the eighth-fewest fantasy points to running backs this season. Murray is no more than a flex play in Week 12.TE = Coby Fleener vs. Los AngelesFleener has been one of the most inconsistent tight ends this season. Frustrating, I know. The Rams defense ranks in the top 10 against opposing tight ends. Fleener is not in my top 12 Sunday.SLEEPERSQB = Tyrod Taylor vs. JacksonvilleTaylor has put up the most rushing yards of any quarterback this season. If youre missing Andrew Luck in your lineup this week, Taylor is a nice streaming option against a Jaguars team that has allowed over 15 fantasy points per game to opposing gunslingers.(Honorable mention = Ryan Tannehill vs. San Francisco)WR = Rishard Matthews @ ChicagoMatthews has five touchdowns since Week 5, and has been heavily targeted in the red zone as of late. The chemistry between him and Mariota is terrific. Matthews is a solid WR2 against a Bears defense that has allowed the third-most fantasy points to receivers this season. Chicago ranks 27th in yards allowed per game to wide receivers.(Honorable mentions = Michael Thomas vs. Los Angeles, Sterling Shepard @ Cleveland, DeVante Parker vs. San Francisco)RB = Jeremy Hill @ BaltimoreThe Ravens are very good against ball carriers this season, not allowing over 100 yards rushing their past five games. However, Giovani Bernard (knee) is out for the season, and Hill will be the featured back for the Bengals moving forward. Expect Hill to get the workload, making him a solid RB2 option Sunday.(Honorable mention = Kenneth Dixon vs. Cincinnati, James Starks @ Philadelphia)TE = Will Tye @ ClevelandTye has become the Giants starting tight end. This week he lines up against a Browns defense that has given up the most fantasy points to tight ends this season. Isnt that nice! If Gronk is inactive come Sunday, grab this bad boy off the waiver wire and feel good about it.(Honorable mention = C.J. Fiedorowicz vs. San Diego, Dennis Pitta vs. Cincinnati)Good luck in Week 12!
